I have this hypothesis that the suits had a talk with Jaqcue because they wanted him to build a city just for them with a wall around it so other people couldn't get in, Jaqcue told them no in a way that pierced their ego. Now the suits are hiding in plain sight, trying to make it happen with a bunch of reverse psychology and red herrings. They're kinda fucking it up, though. Not that they're not smart in their own way, it's just that they lack a frame of reference for certain elements of the task at hand...
