I sat down on some steps adjacent to the bench she was sitting on, checking my phone and she randomly proclaims "oh here comes another one, stickin pins in my neck" there were a few other people around so I just brushed it off. As the crowd dispersed a bit so too did she parting by looking at me proclaiming "you have a choice, you can either be a murderer or be a person" at this point I scanned confusedly only to realize she was indeed talking to me.

I'm not talking about government assisted housing. When a landlord has to pay $1,500 a month just to keep the property active, he has to charge more than that before he sees one cent in profit. That includes taxes and regulatory compliance costs. When the business costs are lower, he would be able to charge less and thus keep his units occupied. Vacant and idle units turn zero profit. When I say, "low cost" it has nothing whatsoever to do with the government.
