Tax incentives and the like are what’s needed, but states can do that while tariffs can be unilaterally imposed, hence his love affair with them. The movie really shows how Trump came to be what he is now. Some of the out buildings are tear down. The main cell block is nicely restored, but it’s like really small. No amount of money could expand it enough to make the billions to expand it enough.
