There is no way they would ever put money into a forum of any type at this point when they can use social media for free.

This is pretty much it and it gives them better control over the content posted unlike a forum. Speaking of forums, those are becoming a relic of the internet past, along with chat rooms, and a content provider like Adult Swim would be wasting their time and money trying to revive a forum. Also, the energy of the ASMB wouldn't be the same if it was resurrected. Heck, I don't even remember the last time I watched Adult Swim.

unfortunately the toonami sub-reddit is filled with people who downvote anyone to hell who has even just one negative thing to say about the block

either you praise everything that they do or you are downvoted until your post is hidden....
