I've taken trash out to the dumpster in shorts and a tank top in those temps. The heat in the apartment is kept at the minimum required for the pipes. And steadily moving air is better for the parakeets in the summer. Having a north-facing apartment, I don't deal with the direct southern summer sun. Nice try though.
