It was a smaller studio that handled the dub, and a lot of the lower-tier dubs back then had a similar sound. I think it probably came from a lack of directing and script writing skill to match lip flaps while still sounding natural.

I've heard far worse. It's definitely rough, especially the supporting characters, but Jinto and Lafiel's actors get more comfortable in their roles, and Banner's dub is a definite improvement. I'd certainly say Utena's sounded worse from the bits I've heard of it. That's a series that absolutely relies on emotional nuance, so a mediocre dub harmed it much more than Crest/Banner.

Like two of those are actual "fantasy," so no.

There are countless pictures of him getting handsy with con attendees, and far more stories from con staff about what an irredeemable asshole he is in private. There's a clear pattern of behavior that goes back decades. This is your evidence. Tell me, straight up: what do dozens of women have to gain by all making up the same story? What does a respected industry veteran have to gain? Thousands of posts' worth of vile social media harassment directed against her? You're probably the sort of person who sat on their hands and equivocated while dozens of women assaulted by Bill Cosby came out with their stories. Give me a goddamn break. And for the twentieth fucking time, Vic's behavior does not need to be legally actionable (nor could be in many cases due to statutes of limitations) for him to be called out on his bullshit and for companies to stop associating with him. Quit watching Law and Order reruns and thinking you have any idea how this all works.
