I don't think it's the engines so much as the batteries, but yeah. Cost is the obvious answer, despite the fact that it would likely save a shit load in the long run. 

Engines are just electric motors. You could probably hook up a dryer motor to each wheel and program a Raspberry pi for each motor to direct the power output. The batteries are insanely expensive though.

Yea, the batteries...and I know that a gas engine produces electricity but how many service vehicles that would be required to be switched out would cost a lot.

They are powered by the anger of the delivery people, who are so pissed about walking around in shitty weather that it can fuel their truck for several days.

I would've sworn to God I saw a cop getting gas once...

It may very well not have happened, but I feel like that's a thing I've seen happen.

That can depend on the area though. I grew up in a rural area and the Highway Patrols who lived and worked in the area all had cards for gas. The city cops and whatnot all used the city facilities though.
