Also you seem to be under the assumption that all inmates are naturally violent. Many people are locked up for extortion, theft, robbery, and if they were allowed to smoke pot it would just be another thing for them to use as currency and exort control over one another. Thus rendering the results of the test inaccurate. In prison a pack of noodles is as good as a dollarbill. Also no one that pushes for it to be legalized uses this as a legitimate platform to lobby for it's legalization.
