Not sure what any of this is, but I think any data that suggests that California is declining sounds highly suspect. Like Poof is suggesting, there is a certain degree of the population topping out that's been evident for a few years. The homelessness boom has been an issue for a very long time, and that contributes to a transitory population. The reality is that any data will be skewed until the pandemic is ended sometime in 2022, and that's when we will know if there is a permanent and persistent exodus or if it's somewhat stabilized. It's a given that a lot of the people who left during the pandemic will not return because they can continue to remote their jobs. The tech companies that are most established and on the downside of the curve as it were are the ones I've seen relocate so far. The bay area continues to retain its startup hub properties. This is all to say that I have seen no evidence of a sustained exodus.
