On the basis that he would be impeached based on pleading guilty to the crimes that form the basis of his knowledge. 

Similarly to how Michael Cohen pleaded guilty of perjury to protect Donald Trump, and then the Trump defense tried to impeach Cohen as a witness because he pleaded guilty of perjury and was therefore his testimony was untrustworthy.
