Is there a code of ethics or whatever regarding sitting in a public wheelchair?

Like, are non-wheelchair needing people just not supposed to sit in them ever? Like, theres nobody else there, can i just sit down for a second and rock back and forth while checking my phone? Its just me and my closing team, the only person there who needs a wheelchair already has their own personal one. Its not like im parked in a handicap spot, nobody is going to use it.

So did every other black grandmother/matriarch figurehead.

Other things I don't do.

stare at retarded people

Step on cracks

point at graves

talk while grown folks are talking (This still applies and probably will well into my 80s if there ar people older than me around)

tell people my dreams before eating breakfast

stand in front of microwaves

Cut a baby's hair before their first words

Make face lest my face get stuck that way

I just realized I can do this all day.

so, i'll say no

I disagree; the code of ethics is this: the person who uses it needs it. I can't judge someone, they very likely have an impediment with which I am unaware.

That's why I feel like it could be potentially problematic for me to sit in a wheelchair even when it is not in use.

If the place is closed for business and there's no one there who would legit need it for mobility, no harm. 

If you are taking a few moments to gather energy before taking off again, it's allowable but only if there is no one anywhere near the area that could actually need it for their mobility. The second there is someone who could use it, you need to haul your cheeks out of it for them. So limit any phone time you are doing to ensure that others don't decide that they can sit around fiddling with their phones too since they saw you doing that. 

The get-out-of-jail card for you, however, is that you do have a seizure history. Therefore, if sitting down for a few moments in the only chair that is available - regardless of whether it has wheels or not -  is something that could help you focus and keep any sort of seizure issue at bay, only someone with super mobility issues [ or who is just a bitch in general looking for a fight ] will challenge you for the seat.

Target definitely has them as well as many malls. For malls, they are usually located at the service counter and you have to ask for them. I think the malls make you leave a deposit for them that you get back when you return it just so no one has to go hunting for them out in the parking lot later.

The Targets here all have the Rascals, not manual wheelchairs, and I can guarantee that most of the people using them are not handicapped... at least physically.  As far as the malls, I’ve never asked, and they aren’t anywhere you can walk up and actually see them.

The Target here has wheelchairs at the service counter. I've had to use the stupid things in the past which is the only reason I know where to find them. 

I refuse to be a rascal rider. I swear more and more of them look like Murderface's mom. :|
