Yes, technically they are, but refs have been known to add penalties on automatic review because you're actually "supposed" to be looking for a spot and the penalty definitely impacts the spot. Like you, I have no fucking clue what the rules actually are. In all likelihood, this crew is going to get demoted for it because it's so egregious and the referee was standing not more than 5' from the penalty.
