That doesn't make any sense; the entire point of a toll house is to extract wealth from travelers. Giving each traveler a cookie would be extremely resource intensive, the opposite of your goal. I mean, if you want to sell cookies, go sell cookies. Leave the toll house for the toll collectors, you goddamn keebler elves.

You can make anything edible on a farm- that's what farms are there for, to make food. Cows, chickens, wheat (or oats), bees. That's all you need to make cookies on a farm.

You don't get cookies from a toll house, you get permission to travel on after paying.
