why limit the resource pool? keep resources in the area?

mind. not changed.

Canada needs bananas.

Canada cant grow bananas.

Canada goes without bananas, or pays an artificially inflated price for bananas.

The portions of canadian industry which rely on bananas collapse.

Sanctions have been used by the United States 77 times since World War II but they have been applied unevenly, administered chaotically and lifted haphazardly. Their goals and duration have varied widely.
