They needed additional leverage in their negotiations. A false flag on a civilian target presents far more risk than it offers reward. At best, a helicopter attack on a military supply chain target that most likely didn't even affect operations is enough to justify assessments of any threat the Ukrainian military presents to the Russia itself.

It does when your soldiers are clueless conscripts that are worth little more than cannon fodder and you can just use the false flag attack to fire more long range missiles form the safety of your own soil.

The people who most "matter" in that sense are the overwhelmingly white men who bankroll the big budget films and who would gladly use any excuse to not pay top dollar for a "problematic" black actor.
