The money I'm getting now is funded in part by people who don't stay long enough to vest. Whether a person works ten years or just ten hours, the employer is still paying into the system. As for the few people who actually do move on to better things, they're usually just there to tide over a gap. One in particular was a welder who got tired of working construction and was looking for welding work in a production shop. He found it, but it took three years.
