We had a van parked on the corner by our house for about a week back when we lived in Florida. My husband's uncle got sick of looking at it, so he went out and banged on the side and asked what they were doing. Turns out it was a PI filming one of the neighbors doing things that he claimed that he was too disabled to do.

Real answer - call the cops and just report there's a strange van outside your neighbors and you are worried about them and would like a wellness check. If they tell you they already know about it and to not worry, they just outed the FBI van. Change your WiFi name to 'GetOffMyLawnFBIVan' and see how long they sit on your internets before moving. 

 

Fun answer - make a sign that says 'Free Candy and Puppies` and stick it on the van on the side facing the street. Those attract cops almost as fast as a sign saying 'Free Donuts'.
