I always thought they were more a "I don't think enough of you to buy a personal gift & I thought you might be at this meeting/party/whatever and I wanted to avoid the embarrassment of not getting you something if you gave me something" gift. Available at "fine retailers" like Walgreens.

I just saw some at Ollies and they weren't the brand in the OP so i guess everyone that makes these cookies slaps them in a blue tin and bulks them out during the holidays. It also may explain why OP loves hers and the ones ive had all sucked
