I'm pretty sure it's databased, but who knows how antiquated the system is? Los Angeles County is so populous, shortfalls in funding is almost guaranteed, and there's no substitute for man hours when it comes to maintaining accurate databases.
Los Angeles has a voter roll larger than over half the states in the union, so it's not exactly a surprise that the registrar's records are out of date. It could easily be that far out after just two election cycles.

The weren't loose before the reupholstery, but I suppose a selective whack with rubber mallet here and there was in order. By that time, they were twenty years or more in age though, and no sigh of arms falling off.
