You should be allowed to purchase a single roll of quarters once per week / every other week if it's a particularly hard hit area. As long as you aren't in there every single day or attempting more than a single roll, it should work. Worse case scenario, they move down to an offer of $5.00 in quarters which would still work for you.

No place that I know sells live ants, or at least the type of live ants that would live long enough to do the ant farm thing. Those are always shipped to you once you've bought the farm at a hobby store. But, do you have sugar ants in the area? I used to make mini ant farms in baby food jars by carefully digging up a sugar ant hill. I'd keep them for maybe a week or two watching them build their tunnels everywhere, feeding them grains of sugar and then pour them back out where I got them. Rinse jar, repeat at a new hill.
