Is racism mostly an attitude and not an actual crime? I think most people affected by racism are just affected by prejudice that was taught to them throughout the years in their own families. I will point out that one has a definitive answer. racism itself is not a crime provided it doesn't motivate you to do something else that would be considered a crime.
