More importantly, I think punishing he GM and the manager is the wrong approach: it damages the team to be sure, but those guys weren't where the sign stealing started and, even if they didn't stop it, they also weren't encouraging it. Seems to me those suspensions should go to the players themselves and the GM and manager might get smaller suspensions?

Not having read the books or played the game, I get the sense that Yen, Geralt, and Ciri are three of a kind, at least when it comes to being outsiders, so you would need to introuduce all of them before you can build a world around them.

Yeah. He paces it so that what might seem like bad news has a relatively happy ending in context. It serves to give a sobering picture of the times without burdening the individual with it.
