  1. Beshear would have to pick a successor senator from a shortlist given to him by the state GOP. Kind of like how a GOP president can only pick a SCOTUS nominee from a shortlist given to him by the Federalist Society.

  19. According to that spreadsheet, there was a slight aggregate Dem lean in both of those special election cycles. In both cases I'd say that basically matches the General Election results.
