There's honestly no other reasonable explanation as to why the announcement is taking so long. Even if they were trying to shoe-horn Dragon Ball Super into the lineup somewhere in the back, there's no way it would have taken THIS long to announce that!

Perhaps they'll try something similar to this with Dr. Stone around Thanksgiving. (OPMS2 and DS won't quite have enough episodes out yet.) Dr. Stone is on 6-7 next Saturday, and assuming no Halloween marathon, we'd be on 15 on November 30th. That episode followed by the last 10 would be interesting.

So will One-Punch Man Season 2, theoretically. But the first season did straight-up gangbusters so I have pretty high hopes. If OPMS2 is at 11 and DS at 11:30, we'll have dub premieres in the first hour for shows that have been out for a while, followed by shows that are much newer but dubs aren't premiering on Toonami in the second hour.

8 shows out of 11 =/= 90%. It's only 72.7%, and on October 12th, that fraction officially falls to 7/11, or 63.6%, at the highest. I guess even if they do get MHA S4 that night THAT wouldn't even count as not one though!
