Wouldn't you just divide 365 by 16?
That would make it 22.8125 months total (or 10 additional months) meaning it wouldn't work.

Why does it have to fit exactly? We can take the leftover days and make a special week long short month as a celebration or holiday of some sort.

Then it wouldn't be like a month of the year. "The joyous time between time" or whatever

There is a reason the Romans stopped doing that with their calendar.

Unless he means keeping the 12 months, but only allocating 16 days to each...Which would drop Christmas in the summer every few years, eradicate millions of established birthdays, and destroy fiscal quarterlies by issuing a mere 48 days to reconcile.  

But, this current administration would have been ousted long ago adhering to this calendar, so I guess it's not a complete failure.

22 months of 16 days and the 23rd month has 13 or 14 depending if it's leap year or not and this month is spent celebrating the time dragon
