By now we should be aware Horikishi is a biiiiiiiit perverted. Even Ochako's got her own set of followers, and her hero uniform isn't exactly modest. And FYI that ep was not at all the first time we saw her. She appeared in a brief scene with Nighteye at the end of Season 3.
