Actually now that I think of it, this could very well be why there are so many "little sister/big brother" tropes. I believe it's from K. Otherwise known as K Project. It's been on my list for a couple of years but I haven't watched it yet. It's one of those anime where there's, oh about, a hundred or so fricken characters. I'm not sure if who ever made that gif intended it to be satirical or not (I didn't post it with that in mind), but I'm pretty sure that particular character is a tad sadistic.
