It's been an annual thing I think. But it's really down to enterprising folks setting it up and running with it.

I suppose spending more on dinners is cancelled out by eating more lunches at home. I'm on week three or four of salads for lunch, I just get two bags of salad mix and a cucumber band that's good for like four lunches. The shutdown has spoiled us in that regard, built-in excuse to get all sorts of takeout and delivery. Only thing that isn't spoiled is the bank account.
