To take that a little further than he does, at least in that clip, neither Biden nor Trump were willing to pretend to be a solution. Trump's post-Biden implosion only highlighted him being the problem. He's actually praising her campaign, though. I don't know why he left that in if he was going to pretend the quote was negative.
