There's no culture that I'm aware of where kids get hardened that young except maybe India or North Korea. I think these characters are an homage to the bosozoku. When I saw the promo and read the synopsis, I thought this would be more like a second chance type of thing, and the whole main story would be Takamichi going through this part of his life again to try to save Hinata and also improve his own life. But it looks like there will be multiple time jumps. Well some parts of the U.S. unfortunately where gangs are really bad an entrenched, though we'd prefer not to think about it.
