The Celestial Dragons are actually a world order that actually controls the world lol.  Well, to an extent. 

It's funny, when the World Government and Navy first appeared, I figured it was a benevolent,  generic authority to chase and contain the pirates, and so that Oda wouldn't have to come up with governments and militaries for a bunch of different countries. 

But it ended up going a lot further than that, regardless of how much was initially planned.

Another pretty boy warrior lmao.

Keeps upgrading to fancier weapons after every pirate capture haha. 

Well, turns out him and his spear were no match for Cavendish after all haha.

LOL the fangirls defect back to Cavendish.
