You can blame over the top Lifetime movies and the people buying into those movies usually while reclining on the sofa and enjoying Strawberry ice cream for those flawed perceptions. What a restraining order usually is is a way for someone, usually a young adult female, who is confused and can't properly sort out her emotions, to create distance between herself and everybody else so that she can get her head on straight without having to resort to seeing a therapist. The reason the person requesting the order mostly only gets it against one person is because it would cost way too much in legal fees for the person to get multiple restraining orders, especially if that person's social circle is massive. Thus, the person who is on the receiving end of the restraining order really becomes the "class representative" of what the victim believes is an "imposing" social circle.
