Two words - 'Cinnamon Challenge' 

It's made everything a potential challenge for people who never grew out of the whole 'everything goes in mouth' phase.

Flour is also used extensively in the baking process as a way of preventing dough from sticking to pots and pans before baking. A lot of uncooked flour ends up on stuff even after baking.

Well....yeah....it needs to cook into whatever it's in, because it's usually in things that need to be cooked through. Also, maturity and food science stuffs.
