I wasn’t able to get a shiny Lugia either. I heard you can only have one Mew, and if you can’t transfer it, you’re stuck with whatever you get.

I thought a few times this happened to me as well. You also can't transfer Mew, I'm not rushing through the quests. I'm actually nervous cuz every time I complete something that results in catching a pokemon, it has terrible IVs. I'm hoping my unlucky streak with that breaks first
