I’m going to take a stab in the dark and guess that Baltimore is totally they way you described. Pockets of gentrification surrounded by poorer neighborhoods. NYC was like this. Now it’s almost completely gentrified. You can rent a closet for 3,300 a month. No apartment here is under a grand. Maybe you can rent a room for that price but that’s about it.
