Which forgiveness? SAVE? The answer to that is no one because Repubs sued to block it. To rgamer's point, one of the major stakeholder groups in debt hell actually is people who never finished their degrees.

The public service loan forgiveness (PSLF) program wipes your loans, tax free, after making 120 consecutive on-time payments (10 years) while working in qualified public sector roles. In theory it's the most cost-efficient route, as a means to encourage people to start their careers in lower-paying yet still necessary public sector jobs. A significant portion of the Biden admin's forgiveness was for PSLF loans that the previous Trump admin deliberately tied up to prevent borrowers from ever hitting that ten year mark. Either slow walking the forgiveness or forcing the clock to restart due to technicalities, etc. If I recall correctly, the Republicans who sued over the blanket forgiveness programs made the argument that it devalued PSLF, while at the same time Republicans want to kill that path outright.
