My brat prefers to take over as much of my bed as possible, especially in winter because of the extra blankets. But in the summer, she likes sleeping in one of those catnappers that's balanced on the top of a kitty condo beside the bed. She used to like them but the second I tried to introduce a second cat to the place and that cat dared to touch the fleecy sleeper cave, Rak-Rak immediately peed in it. A lot. No more sleeper caves around here.

If there's no actual signs of trauma and he doesn't react negatively if you touch the tail or manually move it [within reason obviously, it's a tail not a tentacle] then it's not a physical issue. As you found online, it may just be the cold weather and puppo doesn't want to expose his butthole to frostbite unless he really has to. Keep an eye out for odd grooming patterns just to be safe though. If there starts to be a weird build-up near the base of the tail and / or he starts to chew on it, then it could be mites. Very unlikely though but just something to watch for.

People just lose what little minds they have when there's that first solid sticking snow. Having to pay attention to their driving effects their ability to play with their digital genitals.
