I wouldn't be as leery of my town's water if it didn't taste and smell of dirt 24/7. During the summer algae bloom it gets magnitudes worse. The chlorine has become noticeably worse over the past few years as well. The water didn't always taste so dirty. I think standards at the treatment plant have been slipping or the pipes underground are wearing out.

Unfortunately, a geriatric janitor won't be much good for child support. Hopefully the government helps you out in other ways.

Proper hydration can usually be gauged by urine that ranges between a light straw color and clear. Clear is probably overhydrated.
