Much easier said than done.  Would it be more cost effective to just build a brand new prison than renovate, retrofit and upgrade a crumbling old mess like Alcatraz?

It's either that or he just says stuff to troll a few people.  Remember that he had been hiring contractors to construct or renovate large buildings for decades.  He should already know that making Alcatraz a useable structure could be cost prohibitive.

but he doesn't pay his contractors. he could care less about cost, since most of his real estate endevours cut corners = cut cost. 

this schlub has been at this real estate con for a few decades (intel from the stepmonster back in the day), and one of the reasons he can't  have businesses in ny.

The difference is now he's president. He doesn't have to pay anybody. Now it all just gets billed to the government, racking up the debt.

To say that he's just saying/doing things to 'troll a few people' is really underselling the damage. It's not trolling, it's testing the waters to see how much he can do/say/get away with and every time he says/does something incredibly stupid, his moron supporters cheer and clap and he takes all that as a sign that he's doing the right thing and everyone supports him. 

And he knows nothing of costs since he never pays his bills. He leaves those for someone else to clean up. The only time he focuses on costs is when he's looking to sue someone for existing against his will.

I highly doubt he knows, actually.  The fact he doesn’t pay his contractors is an important tell:  clients like that (and there are a few) typically see a schedule and use that as a basis for estimating what the actual cost will be rather than using tried and true formulas to set a baseline for labor hours and estimating up.  Idiots like Trump have no idea what tasks and material are involved, they just know what they want it to look like in the end and expect it to happen in an allotted amount of time.   Most developers aren’t as stupid and craven as he is, but even then they don’t usually have the innate understanding of building.
