Actually, it was our litigious society.  Somebody cuts a foot on broken glass that was missed when a stockperson cleaned up a mess & they sue.  I had a woman claim that she has slipped on spilled Liquid Tide.  Funny thing, no Tide anywhere on her clothes or shoes and she was on the security video taking the cap off, pouring the stuff on the floor and carefully laying down next to it.

That makes as much sense as hippies, but it's hard to imagine that problem being enough of a nuisance. Which probably means it's true.

I vaguely remember a time in the early to mid 90's where it seemed like every dude in the gas station was shirtless

Granted, given where I live and the large amount of rednecks it could have just been a local thing

In the summer I never have shoes on if I'm not working, so there have been a handful of times that I went in to stores barefoot. I think my confidence in what I was doing didn't bring attention, or anyone complaining to me. I agree, it's gross though... But fuck shoes.
