It has nothing to do with bigotry or preventing minorities from voting. It's not a pol tax. It has a lot more to do with preventing non existent people from voting. Los Angeles has a voter roll larger than over half the states in the union, so it's not exactly a surprise that the registrar's records are out of date. I know the actual voter count vs. the voter roll (voter registry) in California is off, because they have more voters than what they have registered. Still, they should be able to keep up with it. Los Angeles County is so populous, shortfalls in funding is almost guaranteed, and there's no substitute for man hours when it comes to maintaining accurate databases.
