Not really. All you gotta do is blow the balloon up by mouth. You'll be able to see the balloon right in front of your face, hear the balloon inflating, smell the scent of the balloon, touch the balloon with both your mouth and the hand with which you hold the balloon's neck, and taste the lip of the balloon all at once.

I generally avoid it. Hi-float hardens balloons, and I like balloons to be soft. Plus, if the balloon pops before the Hi-Float fully dries, it makes one hell of a mess.
