What is with that guy's arms?  He's part of the double elbow tribe people?  It makes me think about how those guys could steal out of post office boxes LOL.  That always pops into my head when we have to check our post office box. 😄

Grount has the same face as Luffy and was sent by Garp.  Maybe he is Luffy's long lost biological brother!

Example: watch the part when nami and carrot wear their navy suits for the first time this episode

There's very few anime in general I can think of that don't have fan service.  Attack on Titan didn't, or My Roommate is a Cat (great show by the way,) and ironically I don't remember anything like that in Kenshin.  But I'm not going to watch Kenshin again to check.

Fun fact: as far as I'm aware this is the last truly stand-alone bit of filler in the entire series up to the present day. There are a couple other brief filler arcs after this, but those are tie-ins to the most recent movie release at the time.

Now is it entirely worth it solely to see Nami and Carrot dressed as Marines? Absolutely.
