Their fear of that bluff was probably the reason they went for the infiltration for their first attempt to get to the capital since they had no way of knowing his will was preventing his successors from fighting back (or actually enacting that bluff) or that Grisha stole the power the same day their attack began.

Now it looks like it's difficult to employ the manpower since they're constantly being watched and challenged with the other nations seemingly starting to get close to reliably countering their Titans and the huge power loss from losing both the Female Titan and the Colossal.

Also apparently every recon ship they've sent has been sunk.

Man you know the author is running out of ideas when there's a fucking CART TITAN.  I wasn't sure if we had seen her before.  She seemed odd.  Acted tired?  So that was what she meant about not being used to moving bipedal.  Well, at least we know she's accustomed to being on all fours!

This might be the best review for this show I've ever read! It describes in detail how the Titans, even when able to shift back and forth in their human forms, since they do have an expiration date, are never really free from Marley's control, and also delves a little deeper into the nuances of Reiner's split personality. BTW, the episode received 4 stars!
