Most serious disabilities result in extreme poverty and often limit job opportunities. I know from experience that is an infuriating pain in the ass to get a job with an autoimmune disease that has an astronomical monthly cost and vision too poor to drive. Having to get a job without a drivers license has fucked me over a ridiculous number of times and that's not including the countless times I couldn't be successful at a job due to poor eyesight or could get a job but needed to pass since I require health insurance they didn't provide if I want to be able to eat. I don't even have the worst disabilities out there. There are far worse, significantly more common ones. And I'm still trapped in a horrifically low paying job while living in an absurdly expensive city with nowhere near enough money to move out of.

Not at all the case. When you can't afford to buy that house in Newport, Rhode Island, shoot for an apartment. Can't afford the apartment, either? Two options... rooming house or crowd renting.
