Central air doesn't add value, so no, you're shithole isn't getting air conditioning.

Any banker could tell you the cost of replacing centralized heating and cooling isn't recouped in a sale of a multi resident facility.  They would just as soon take it all out (along with the cost of maintenance) and invest in upgrading the stuctural, electrical, or plumbing systems.

I hope you've looked deeply into exactly who owns that LLC behind the ink.

Kushner makes his money through purchasing low-income friendly apartment complexes and letting them run down completely so if anyone breaks lease from the elements dripping through their ceilings they can be sued for thousands of dollars. So if that's who is officially getting your money through the back door, you'll never see a long term functional repair to your building ever. Just patches to keep things just up to code enough to chase people out.
