"Upstate" New York is a vague name that can indicate anything from north of NYC to north of the NYC "suburb" counties to north of the capital region (ie. Albany) basically based on the perspective and location of the person using the term. The closest thing to an official definition would be anything north of the MTA transit region, though certain areas at the ends of certain railroads may beg to differ.

The state government actually divides the state regions up into ten unique sub-economies, which is a hell of a lot more specific and tangible than "upstate" and "downstate".

thats what i mean.  they way i grew up, everything north of syracuse is "Upstate."  now that i live here full time, i hear people refer to them as two different things.

the area known as the North Country or just Northern New York, which is a much smaller geographical area,, gets the name upstate but the locals see it

different.  its because its famous for other reasons, Bass Master bass tournament is here once a year, we are  famous for the high Amish population, the

Thousand Islands & St Lawrence Seaway are here, easy access to Canada, so its busy here just because of those.  Eisenhower Lock is here.  Indian Reservations

and Casinos.

It's because "upstate" is completely meaningless without context ("up from where"), and a lot of people in the North Country give it a different context than it's average use.

To clarify, take that map I posted and draw a horizontal line roughly a third of the way up the mid-hudson valley region, and that's the general average use for upstate/downstate.
