It "has" deeper meaning if you so choose to ascribe it. There are many readings, apart from a close one, that are just as valid.

Most certainly it's not by design. Another tragedy in a slightly less than medium length run of disjointed moments commonly called life. And let's be honest- in so far as we can- is it really propaganda when it's factual coherent?
