I don't believe Eren could eat another Titan Shifter and gain his/her powers. I think the criteria for eating a Titan Shifter and gaining his/her powers are: The person must have been transformed into a Titan The Titan must not be capable of transforming back into a human prior to eating the Titan Shifter In other words, Titan Shifters cannot eat Titan Shifters and gain their powers; only Feral Titans can do that, at which point they become Titan shifters. But there is one time in which Eren, a Titan Shifter, was eaten by a feral Titan who didn't gain his powers. Instead Eren was able to transform and prevent from being "absorbed" during the Trost arc.
