The entire nation of Japan is fewer square miles than Cali, and unlike Cali, the government there knows how to manage a budget and maintain a capital reserve for such projects.  When the money isn't sufficient to do it all at once, it could be done incrementally, a few areas at a time.

So you're going to abandon the other thread to dig in this bootyhole of a thread again. 

So, you are well versed in the governing bodies of both Japan and California but your cig guy can possibly go to the other side of town.

Why does Japan have high speed rail covering most of it while America can't even manage to re-pave Interstate 80?

Another of my extensive list of duties is .... strip mall part owner.  I would just love it if he would sit in front of my strip mall and scare away people.  In fact, we just had a gym open up and all the meatheads are stealing the parking spaces, so we can use him to just ask random questions about the anime stickers on all their cars.

Isn't the Plaza like 5 miles from Ducktown?  THat's like walking distance I would think.

You know what else is within walking distance of Ducktown?  The parking garage for Tanger Outlets.  Do I ever go inside there?  Nope.  Does he?  Nope.
